Laws and Regulations
This section provides information on the Bulletproof Vest Partnership Grant Act, it's reauthorization and the Interim Final Rule. Catalog of Federal Domestic Assistance
The Bulletproof Vest Partnership Program's Catalog of Federal Domestic Assistance (CFDA) number of 16.607. In accordance with the program's statutory language, BVP makes "grants" to jurisdictions to purchase vests; however, these grants come only after the jurisdiction has purchased and is seeking reimbursement or payment for up to half the cost of eligible vests. In that respect, BVP is more like a payment program. Additionally, other grant-related requirements and restrictions do not apply. This includes the issue of supplanting (does not apply to BVP funds), the filing of progress and financial reports (not required), the issuance of standard grant documents (not provided), etc. If your jurisdiction requires a grant number for financial or audit purposes, BVP can provide one that is unique to your jurisdiction and your award. Please contact the BVP Help Desk for assistance in this regard.

Arizona
The Attorney General's Law Enforcement
Protection Plan
This program will provide up to 25% of
the cost of a bullet resistant vest, up
to $125. This program is working in conjunction

Georgia
Protect Our Protectors
Operation "Protect Our Protectors" program is designed to donate ballistic vests to Law Enforcement agencies within the State of Georgia, specifically to those agencies that cannot afford to purchase the vests. In order for an agency to be considered for the program, the Chief or head of the agency needs to send a letter on their letterhead to the Georgia Fraternal Order of Police requesting to be considered. Maryland Aid to Local Law Enforcement
The program's intent is to assist local
law enforcement agencies to acquire protective
body armor for each police officer or
to replace body armor at least every 10
years or sooner if testing indicates a

Massachusetts Bulletproof Vest Reimbursement
Program
This program reimburses local police departments,
the Massachusetts State Police, Sheriff
Departments, and State agencies for the
cost of issuing bullet resistant vests

Minnesota
Section 299A.38 of the Minnesota State
Statute outlines the soft body armor reimbursement
program for Minnesota law enforcement
officers. The program will reimburse state
and local law enforcement officers or
agencies 1/2 of the cost of the vest up
to a maximum of $300. The program will
pay for new vests plus replacement vests

New Jersey
New Jersey Body Armor Replacement Fund
Program
The program makes grants available to
local law enforcement agencies, the Division
of State Police, and the Department of
Corrections for the purchase of body armor
for the law enforcement officers and corrections

North Carolina
This program provides reimbursement of
up to 50% or $250 per vest, for a maximum
of 10 vests per entity per fiscal year.
North Carolina limits the number of vests
in order to permit the smaller towns to
participate on an equal basis with larger

South Carolina
SCMIT Soft Body Armor Reimbursement
Program
This program will reimburse agencies for
50% of the purchase price of the soft
body armor, up to a maximum of $250. Maximum
reimbursement for any one agency in a
single year is five vests (for a maximum

BVP Laws and Regulations
Bulletproof Vest Act of 1998
On June 16, 1998, the Bulletproof Vest Partnership (BVP) Grant Act of 1998 was signed as law (Public Law 105-181). The purpose of the Act is to save the lives of law enforcement officers by helping States and units of local government and tribal governments equip their law enforcement officers with armor vests.
Bulletproof Vest Act of 2000
The Bulletproof Vest Partnership Grant Act of 2000 was enacted to extend the BVP for three more years, from 2002 to 2004. It also provided priority funding for jurisdictions with populations under 100,000 and increased the authorized funding level to $50 million each year.
